The circumstances
- In Germany it was decided to reduce the secondary, pre-university schooling period from 9 to 8 years.
- This change of the schooling system is a rolling process starting in 2008 and ending in 2016, across the different German provinces.
- A consequence of the change is a temporary doubling in the number of German school-leavers with a university qualification.
- This results in a shortage of study places in the respective provinces.
- For many universities and colleges this is a unique opportunity to become more international or to fill their unused capacities.

The target group
- Future bachelor students: secondary school students who belong to the doubling graduation classes and receive the university entrance qualification in the upcoming three years. These students are aged 15-19 years.
